Vyacheslav Mikhailovich Lebedev was born on August 14, 1943 in Moscow. In 1968 he graduated from the Faculty of Law of Moscow State University.

In the 1960s, he worked as an apprentice cutter in a printing house and as a mechanic at a reinforced concrete pipe factory. For two years he worked in the main department of industrial construction in the southern regions of the USSR Ministry of Industry and Construction.

In 1970, he was elected people’s judge of the Leningrad District Court of Moscow. Since 1977 – Chairman of the Zheleznodorozhny District Court. Since 1984 – Deputy Chairman, since 1986 – Chairman of the Moscow City Court. On July 26, 1989, he was appointed Chairman of the Supreme Court of the RSFSR (since 1992 – the Supreme Court of the Russian Federation).

In 1999, Vyacheslav Lebedev, on the recommendation of President Boris Yeltsin, was appointed Chairman of the Supreme Court for an unlimited term. In 2001, amendments were adopted, according to which the powers of the chairman were limited to six years.

In 1993, he was a member of the working commission to finalize the presidential draft Constitution. He was a supporter of granting members of the Supreme and Supreme Arbitration Courts of Russia the right to come up with legislative initiatives, which was included in the 1993 Constitution of the Russian Federation.

In 1999, 2007, 2012, he was reappointed to the position of Chairman of the Supreme Court of the Russian Federation. In 2013, Vyacheslav Lebedev reached the maximum permissible age for judges – 70 years – but Vladimir Putin abolished the age limit for the chairman of the RF Supreme Court and his deputies.

On May 21, 2014, he was appointed Chairman of the Joint Supreme Court. On September 25, 2019, he was reappointed early to the post of Chairman of the Supreme Court of the Russian Federation for a period of six years.

Vyacheslav Lebedev advocated expanding the competence of the jury, the decriminalization of minor crimes, and also against the replacement of real prison terms with fines for persons convicted of corruption.
