President Vladimir Putin at a meeting of the Security Council announced that signed decree on the introduction of special regimes on the territory of Russia. In a number of regions, the organization of civil and territorial defense is not ruled out. What does this mean – in the material “Kommersant”.
Civil Defense called measures to protect the population, material and cultural values during military conflicts. Among her tasks:
- public notification;
- distribution of personal protective equipment;
- evacuation of local residents, material and cultural values;
- light and other camouflage;
- fire fighting;
- burial of corpses, if necessary;
- sanitation and disinfection of buildings, equipment;
- urgent restoration of communications, etc.
According to laws, citizens of Russia provide assistance to state authorities and themselves participate in civil defense activities. Employees of enterprises fulfilling a mobilization order may be involved in them; employees of historical and cultural organizations and emergency services; specialists working at facilities whose damage is potentially dangerous.
The number of military and civilians involved is determined by the president. The list of involved enterprises and organizations is prepared by the federal ministries. Civil defense in the regions is managed by governors and local ministries. All events are financed from the federal, regional and municipal budgets, as well as from enterprises.
Territorial defense can be introduced on the territory of the whole of Russia or only part of the regions during the period of martial law. Members of the Territorial Defense:
- protect military installations, transport, communications and communication facilities, energy and other critical infrastructure;
- fight against sabotage and reconnaissance groups and illegal armed formations.
The order of deployment and conduct of territorial defense is determined by headquarters, which are headed by governors and heads of regions.
