What is Evgeny Yasin famous for – Kommersant

On September 25, 2023, Evgeniy Yasin, an economist and honorary scientific director of the Higher School of Economics, died. Details of his biography are in the Kommersant certificate.

Yasin Evgeniy Grigorievich was born on May 7, 1934 in Odessa (Ukrainian SSR). In 1957 he graduated from the Odessa Hydrotechnical Institute (now the Odessa State Academy of Construction and Architecture) with a degree in bridge construction, in 1963 he graduated from Moscow State University with a degree in political economy.

In 1957 he worked as a foreman in a bridge train (repair and construction of bridges and overpasses). From 1958 to 1960 – engineer at design institute No. 3 of the State Construction Committee of the Ukrainian SSR.

In 1964–1973 he headed the department and then the laboratory of the Research Institute of the Central Statistical Office under the Council of Ministers of the USSR. From 1973 to 1989, he headed the laboratory of the Central Institute of Economics and Mathematics of the USSR Academy of Sciences. In 1989–1991, he headed a department in the State Commission for Economic Reform under the Council of Ministers of the USSR. I received an invitation to it from academician and deputy chairman of the Council of Ministers of the USSR Leonid Abalkin. He is considered one of the ideologists of economic reforms and an ally of Yegor Gaidar.

From 1991 to 1994, he headed the directorate for economic policy at the Scientific and Industrial Union of the USSR (now the Russian Union of Industrialists and Entrepreneurs). In November 1991, he created and headed the expert institute of the Russian Union of Industrialists and Entrepreneurs. From 1992 to 1993, he simultaneously served as the government’s plenipotentiary representative in the Supreme Council of Russia.

Since 1993, he led the working group on the economic program under Russian Prime Minister Viktor Chernomyrdin, and from April to November 1994, he headed the analytical center under Russian President Boris Yeltsin. From November 1994 to March 1997 – Minister of Economy of Russia, from March 1997 to July 1998 – Minister without Portfolio. Represented Russia at the International Bank for Reconstruction and Development and the Multilateral Investment Guarantee Agency.

From 1998 to 2021 – scientific director of the Higher School of Economics, headed the university project to create a new economic state program “Strategy 2020”. From 2008 to 2010, he was also a member of the Commission on Education and Science of the Public Chamber of the Russian Federation. In July 2021, he was elected honorary scientific director of the Higher School of Economics.

From 2001 to 2007, together with Anatoly Chubais, Yegor Gaidar, Boris Nemtsov and Irina Khakamada, he was a member of the political council of the Union of Right Forces party. From 2000 to 2019, he headed the Liberal Mission Foundation. He worked in the “Committee of Civil Initiatives”, created on the initiative of Alexei Kudrin “to determine and implement the best option for the country’s development” after the 2011 protests.

Since 2018, he has been a member of the Council for the Development of Civil Society and Human Rights under Russian President Vladimir Putin.

He was awarded the Order of Honor, “For Services to the Fatherland”, III and IV degrees, and the Stolypin Medal, I and II degrees. Professor, Doctor of Economic Sciences (dissertation topic “Methodological problems of studying the economic information system”).
