The Commissioner for Children’s Rights in Tatarstan called childfree propaganda calls to take homeless animals from shelters and was outraged by social advertising calling for this. Naturally, animal advocates immediately attacked Irina Volynets. And not only them.
The regional ombudsman, whose shocking statement sparked fierce controversy, tried to explain to MK exactly what she had in mind. And this is what came out of it.
The birth rate in Russia continues to fall catastrophically. The state blames those who voluntarily do not want to have children. The ideology of childfree in the State Duma is proposed to be outlawed.
But what else can influence the unwillingness of some irresponsible citizens to “be fruitful and multiply”?
“One of the main problems of Russia is the deepest demographic crisis, which poses a direct threat to national security,” says Irina Volynets. And that’s what really worries us today. But at the same time, we do not see advertising posters depicting a happy large family. But, for example, the desire to take a dog from a shelter is being promoted with might and main on the streets. We are witnessing a de facto European version of the reflection of a way of life: loneliness brightened up by an animal. What is social advertising for? To solve state socially significant tasks.
Then where is the free provision of advertising space to promote large families? Taking care of animals, of course, is a good deed, I believe that animals are one of the tools that the Lord has sent us to teach mercy, generosity, sympathy, complicity. At our house, for example, at the request of our four children, a whole zoo lives: a dog, a cat, rats … But at the same time, caring for animals should not replace the birth of children, and attachment to our smaller brothers should not replace a family. Promotion of the improvement of dogs in such irrepressible quantities, in my opinion, takes the place of social advertising for large families, care for the elderly and children in shelters. If I see that billboards “adopt a wonderful baby” or “to give birth beautifully” will be hung, I will understand that the state is really talking about important things.
Is it correct to compare children and pets?
– Have you noticed that dogs and cats are increasingly called “sons” and “daughters”? Do you think this is normal? Of course, it is a personal matter for everyone to have at least three dogs instead of children, but if we evaluate the content of the same social advertising, then it should work to solve government problems. And as soon as they are resolved, you can deal with all other issues. Of course, state support measures for families with children are very important. We need to change the paradigm regarding young people having many children. I believe that a large family is the only chance for the preservation of our country. And I must make it clear that I have nothing against dog shelters as long as they don’t go against those goals.
Quite a different point of view was expressed by Viktoria Chupakhina, head of community work at the Animal Welfare Association.
“When a person gets an animal, he learns to listen to the needs of another, calculate the budget, plan his time. Preparing for the creation of a family and the birth of a child requires the same qualities. The shelters are visited by a variety of people, including young couples who are in the family planning and parenting stages. There are cases when volunteers get acquainted in shelters, walking with dogs, and then decide to get married.
Some come to shelters with the whole family to choose another member. And couples who are unable to have children for health reasons, first have pets, which favorably affects the general emotional background and, as a result, the state of health. If we are talking about the task of educating our citizens, then caring for animals is a direct part of this education, and not a threat to demography.”
According to all experts’ forecasts, the next year, 2023, and then 2024, threaten to become the worst in the history of modern Russian demography. Already this year, 2022, in some regions, the birth rate has fallen by 8–10% in some months. And in the country as a whole, the figure of the fall fluctuates around 3% per year.
“We are approaching the bottom, which will happen around 2030,” says independent demographer Alexei Raksha.
Of course, the easiest way to act is not with a carrot, but with a whip. You can ban going to fitness or traveling, engage in self-education – this is also a kind of egoism; you can lock a man and a woman in the same room, turn off the light for them – willy-nilly, but they will have to start doing the only thing that the state requires of them. What’s next?
Easily give birth to those who do not think about the future. Lives for one day. Therefore, in the same India, with its unsanitary conditions and poverty, a lot of babies swarm in the mud.
And in prosperous Europe there is the same fertility crisis as we have. And the fault here is not only in the philosophy of childfree, and even more so not in the unfortunate abandoned dogs that are taken by the childless, what is happening is only a consequence of the disorder, fear of the future, social, economic and political problems that shake the world.
