President Vladimir Putin in the Catherine Hall of the Grand Kremlin Palace met with graduates of the fifth stream of the program for the development of the personnel management reserve of the Higher School of Public Administration of the RANEPA. “In everyday life, this whole process and all this training is called the school of governors,” the head of state noted. “And in fact, this is true … Since 2017, while this program is being implemented, 50 of its participants have really become heads of regions.”
In total, more than 200 graduates received new appointments during this time: in particular, five were appointed federal ministers, more than twenty – deputy ministers, including seven – first deputies. School graduates are among the deputy chairmen of the State Duma and the Federation Council, among the heads of key committees.
“Your colleagues are working successfully both in the presidential administration and in the government apparatus,” Vladimir Putin noted. A number of program participants work as heads of large cities – among them Nizhny Novgorod, Tyumen, Kazan, Kaluga, Lipetsk, Voronezh, Izhevsk and others – as well as in major corporations (Roscosmos, Rosnano, Russian Railways, United Aircraft Corporation, Sberbank, Rosneft, ALROSA). In total, more than 400 people became graduates of the program.
“I would like to emphasize that this is, of course, the same social elevator,” the president said. “The program is built on the principles of absolute transparency. Here, first of all, it is not some kind of “telephone right” or former merits that is important, but personal data, abilities and creative potential, readiness to serve, in the best sense of the word: to serve the people, one’s country. Graduates have always responded to what the country needs in the first place. Most recently, it was a pandemic, and they went exactly where the leading cadres were most in demand. With the start of a special military operation, almost everyone who worked in the personnel training system was determined to support its implementation in various areas.
The President thanked “everyone who takes part in all processes of this kind”, and expressed the hope that the graduates will justify the trust and realize themselves. He also thanked their teachers and mentors.
Alexei Komissarov, Acting Rector of the RANEPA, Head of the ANO “Russia – Land of Opportunities” thanked the President for launching the program in 2017. Mr. Komissarov noted “regional internships, which are an obligatory part of the program”: “All our participants receive real tasks from the heads of regions, who, in turn, are graduates of previous, previous streams … Learning in practice is the best that can be.”
Alexey Komissarov also emphasized the quality of teaching and thanked the mentors: “We have amazing lecturers, teachers, mentors: they are the heads of the government, the presidential administration, ministers, heads of large corporations.
