Viktor But received a mandate in the legislative assembly of the Ulyanovsk region on the LDPR party list. This was reported TASS in the press service of the regional election commission.
Voting in the Ulyanovsk region took place from September 8 to 10. As a result of the elections, 11 out of 18 mandates on party lists were received by the United Russia party, the Communist Party of the Russian Federation – 3, and the Liberal Democratic Party – 2. The parties “Communists of Russia” and “A Just Russia – Patriots – For Truth” received one seat each in the legislative assembly. During the elections in single-mandate municipal districts, 16 out of 18 mandates were received by United Russia candidates, one by a representative of the Liberal Democratic Party and one self-nominated candidate.
Victor Bout is the former owner of Air Cess Liberia, a cargo airline based in Sharjah, UAE. In 2012, he was sentenced to 25 years in prison in the United States on charges of illegal arms trafficking in Africa and the Middle East, supporting terrorism and conspiracy to kill US citizens. In December 2022, entrepreneur returned to Russia – he was exchanged for American basketball player Brittney Greiner, sentenced in Russia to nine years in prison for illegal transportation of drugs without the purpose of sale (Part 1 of Article 228 of the Criminal Code of the Russian Federation), as well as smuggling of drugs in a significant amount (Part 2 of Article 229.1 of the Criminal Code of the Russian Federation ). Three days after returning home, Viktor Bout joined the LDPR party.
According to “Kommersant-Volga”, in July of this year, at a meeting in the government of the Ulyanovsk region, the task was set to prevent Viktor Bout from participating in elections to the regional legislative assembly due to a criminal record in the United States. The head of the region, member of the Central Committee of the Communist Party of the Russian Federation, Alexei Russkikh, could have insisted on removing the entrepreneur from the elections.
