The peace plan for the settlement of the conflict in Ukraine, which was presented by China, causes respect in Moscow, and in the West – irritation. This was stated by Assistant to the President of Russia Yuri Ushakov.

“The West (Chinese peace plan for Ukraine. – Approx. Vedomosti) causes irritation, and in Moscow it causes respect,” he said (quote according to RIA Novosti).

Ushakov added that the proposal of the Chinese side was discussed at informal talks between Russian President Vladimir Putin and Chinese President Xi Jinping. According to him, this “conversation was useful for both sides.”

On March 20, Xi Jinping arrived in Moscow for a three-day visit. After landing in Russia, he expressed confidence that his working trip would be fruitful and “give new impetus to the healthy and stable development of Sino-Russian relations.”

On the same day, informal talks were held between Putin and the PRC chairman, after which the Russian president said that he had carefully studied China’s plan with a proposal for a peaceful settlement of the conflict in Ukraine, and stressed that Russia was always open to the negotiation process. According to him, the Chinese leadership “takes a fair, balanced position on most pressing international problems.”

On February 24, the Chinese Ministry of Foreign Affairs published a 12-point position on the peaceful settlement of the Ukrainian conflict. Among them was the beginning of a dialogue between Russia and Ukraine, a ceasefire and respect for the sovereignty of countries in accordance with the UN Charter.

After that, European Commission President Ursula von der Leyen said that the European Union is ready to study the document proposed by China, but will take into account the friendly relations between Russia and China. EU High Representative for Foreign Affairs and Security Policy Josep Borrell called the Chinese government’s peace plan a “position paper”.
