The Duma proposed that the Ministry of Construction revise the procedure for calculating the maintenance of gas equipment after numerous complaints from citizens about a sharp increase in the cost of servicing boilers, gas equipment, and stoves in residential buildings and apartments. The check, according to deputies, will help reduce prices for services for consumers in the event of an unreasonable increase.
The State Duma prepared a draft resolution addressed to the Minister of Construction and Housing and Communal Services Irek Fayzullin on the validity of guidelines for calculating the amount of payment for the maintenance of indoor gas equipment in an apartment building, as well as for the maintenance of indoor gas equipment in a residential building.
The document notes that deputies receive numerous requests from citizens regarding a sharp increase in the amount of such fees. In a number of regions, the cost of such services has increased by 1.5–3.3 times. At the same time, they do not provide any additional services to owners and tenants of residential premises.
According to the Federal Antimonopoly Service, this situation arose as a result of the adoption by the Ministry of relevant methodological guidelines for calculations. “In particular, the amount of the fee includes general production and general business expenses of the contractor not related to the maintenance activities of VKGO and VDGO. In addition, according to the FAS, it is advisable to revise the time standards for relevant types of work, the composition and category of performers and other provisions,” the document emphasizes.
Deputies propose to conduct an audit and make changes to the payment procedure in order to reduce the cost of services for consumers in the event of an unreasonable increase. “This topic… worries people. Our duty is to protect the interests of citizens, to represent their interests in parliament,” stressed State Duma Speaker Vyacheslav Volodin.
