Following the confident victory of United Russia (UR) in the elections to the parliaments of the constituent entities, its success can be stated at the municipal level. United Russia improved the results on the lists in 11 of the 12 administrative centers of the “old” regions, easily won a majority in the new ones, and “dry” took single-mandate constituencies in several capitals at once. The opposition can only boast of local victories.

According to the results of the 2023 municipal elections, the City Duma became the most multi-party Veliky Novgorod — all seven parties participating in the campaign went there. United Russia increased the result from 24.4% to 41.3%, taking revenge from the Communist Party of the Russian Federation for the defeat five years ago. The Communists, in turn, lost half of their former support and finished with 14.3% (minus 16.3 percentage points). “A Just Russia – For Truth” (SRZP) managed to retain third place with 10.5% (minus 7.1 percentage points), and the LDPR lost fourth place to “New People” (9.8%), receiving 8.6 % (minus 3.9 p.p.). Yabloko also remained in the City Duma (7.4%, minus 3.7 percentage points) and the Pensioners Party appeared, gaining 5.7%.

However, despite the diversity, United Russia still received a qualified majority: 20 out of 30 deputies of the Novgorod City Duma are now elected in districts where United Russia won “outright”. Five years ago, the ratio between list voters and single-mandate voters was equal.

To the new convocation of the City Duma Ekaterinburg six games were played. United Russia increased its result by 10.3 percentage points (to 41.9%), the Communist Party of the Russian Federation lost the same amount (12.4%). The Social Revolutionaries were in the red, missing 9.5 percentage points (11.1%), while the Liberal Democrats (14.6%, plus 0.8 percentage points) and Yabloko members (9.2%) were in the plus. %, plus 3.8 p.p.). “New People” took 8.5%. As in Novgorod, the principle of forming the parliament of Yekaterinburg has seriously changed: five years ago there were 18 “list members” and single-mandate voters, but now there are 10 of the former, and 25 of the latter. As a result, United Russia won in 23 constituencies, thereby securing a qualified majority. The Communist Party of the Russian Federation and the Liberal Democratic Party took one district each.

IN Krasnoyarsk United Russia “recaptured” the city council from the LDPR, increasing the result from 26% to 44%. The Liberal Democrats, accordingly, lost their votes – from 28.1% to 19.8%. The Communist Party of the Russian Federation fell even more (8%, minus 7.9 percentage points), and the SRZP completely “flew” past the parliament, gaining 3.4%. At the same time, the Greens managed to maintain their representation and even improve their results (9.4%, plus 2.9 percentage points). United Russia won in all 18 constituencies (the convocation is formed in half from “list members” and single-mandate members).

From the City Council Abakan The Party of Pensioners and “Communists of Russia” were eliminated, and the LDPR immediately lost 14.9 percentage points, but still stayed afloat (7.3%). The Communist Party of the Russian Federation and the SRZP remained practically unchanged: the first fell by 2.7 percentage points (27.3%), the second – by 1.5 percentage points (5.5%). But United Russia took revenge from the communists for the defeat of 2018 and immediately increased the result by one and a half times – from 28.3% to 42%. All 14 districts also remained with United Russia (“list members” and single-mandate members in the City Council equally).

The most noticeable redistribution of opposition votes occurred in Yakutsk, where New People (16%) finished second, as at the republican level.

Against the backdrop of their bright performance and the serious strengthening of United Russia’s positions (from 33.4% to 42.9%), the results of the “old” opposition literally collapsed: the Communists missed 7.5 percentage points (15.1%), the Liberal Democrats – 3.4 percentage points (5.9%), and the Socialist-Revolutionaries, who once fought for second place, immediately 14.1 percentage points (6.6%). “Civic Platform” completely flew out of the City Duma, gaining only 1.7%. At the same time, “Communists of Russia” (5.1%) went there for the first time. 13 out of 15 single-mandate constituencies were taken by United Russia, two more by self-nominated candidates (the convocation is formed on a parity basis).

EP also showed good results in Ryazan (58.1%, plus 21.9 p.p.), Volgograd (55%, plus 2.4 p.p.) and Belgorod (54.2%, plus 18.6 p.p.). In Arkhangelsk it received 49.1% (plus 21.7 percentage points), in Tyumen – 46.2% (plus 6.8 percentage points).

The only metropolitan parliament where the United Russia result was slightly reduced was the City Council of the Ingush Magas, which was formed entirely on lists.

In the 2019 elections, United Russia received 74.5% there, and now – 72.8% (minus 1.7 percentage points). SRZP with 10.6% remained in second place (minus 0.4 percentage points), the LDPR with 9.8% rose to third (plus 4.7 percentage points), and the Communist Party of the Russian Federation with 6.3% fell to fourth (plus 1.2 p.p.).

The results of the debut elections to the city councils of the administrative centers of the new subjects turned out to be close to the figures that the parliamentary parties showed at the regional level. For example, those who failed to enter the People’s Council of the LPR “New People” (1.5%) did not enter the City Council Lugansk (1.6%). The Liberal Democrats (9%) also finished second after United Russia (74.4%), the Communists came third (8.3%), and the Socialist Revolutionaries came last (5.4%). IN genetic The City Council, as well as the Kherson Regional Duma, included all the parties that took part in the elections – United Russia (73.6%), the Communist Party of the Russian Federation (10.2%), the Liberal Democratic Party (9.3%) and the SRZP (5.7%).

At the same time, in Donetsk The Socialist Revolutionaries still managed to get into the city parliament (5.1%), although they fell short of getting into the People’s Council of the DPR (3.3%). And in MelitopolOn the contrary, the LDPR failed in the elections to the city council (2.2%), while it entered the Zaporozhye Legislative Assembly from second position (5.8%).

Other interesting results include the elections in Dimitrovgrad, the second largest city in the Ulyanovsk region, where United Russia managed to “recapture” the city Duma from the communists. If in the previous convocation the Communist Party of the Russian Federation controlled 26 out of 30 mandates, now the situation has become “mirror”: 23 mandates went to United Russia. However, the opposition also has local victories: for example, in Karelian Pudozh SRZP took 9 out of 15 mandates in the elections to the local council of deputies.
