“United Russia” will transfer the vacated mandate of the State Duma deputy to Andrey Parfyonov

The leadership of “United Russia” (ER) decided on who will receive the mandate of the deceased State Duma deputy Nikolai Petrunin. On October 28, the party must officially decide to give it to Andrey Parfyonov, a former employee of the executive committee and a full-time technologist of the United Russia, after which the relevant documents will be sent to the Central Executive Committee (CEC), sources in United Russia told Kommersant.
Recall that the powers of the only deputy elected on the Tula list of the United Russia, Nikolai Petrunin, who died on October 12, were terminated by the State Duma on October 18. From that moment on, the party has two weeks by law to decide on his successor.
Earlier, Kommersant reported, citing sources in the party and the State Duma, that three candidates for the vacant deputy chair were discussed: Alexander Sidyakin, head of the party’s Central Executive Committee and deputy secretary of its general council, Andrei Parfenov, head of the central interregional coordinating council of the United Russia, and also deputy chairman of the Tula Regional Duma , leader of the EP faction Alexander Rem.
The candidacy of Mr. Parfyonov, the interlocutor of Kommersant explained, arose on the basis of the “logic of justice.” From 2012 to 2021, he was deputy head of the CEC and head of the department for regional and technological work. In fact, he was a full-time political strategist for United Russia and led it through a number of difficult election campaigns, and after the elections he participated in resolving difficult issues with regional elites.
It was assumed that after the 2021 elections he would change his position in the CEC to a Duma mandate, but his sixth place in the list of United Russia in the Samara region turned out to be impassable. Nevertheless, a Kommersant source in the party leadership then promised that United Russia, which had already left the United Russia apparatus, would be able to count on the first vacant seat in the Duma. In order for the EP to be able to transfer the mandate to Mr. Parfenov, according to the law, all members of the Tula party list must first renounce it.
