“United Russia” submitted to the State Duma a bill to simplify the employment of adolescents

The deputies of the “United Russia” have submitted for consideration a bill that simplifies the employment of minors. The project proposes allow conclusion of an employment contract to perform light work with adolescents over 14 years of age without the consent of the guardianship authorities. To conclude a contract, it is proposed to enter only the consent of one of the parents.
What changes does the bill make?
- Cancellation of the mandatory approval of the termination of an employment contract with the state labor inspectorate and the commission on minors.
- Exemption of the employer from the need to conduct a medical examination of a minor at his own expense if the results of such an examination are available. This proposal is explained by the fact that the medical examination procedure involves additional costs for the employer.
- Establishment of a new procedure for inspections during the employment of adolescents (only at the request of a minor employee or his legal representative). The authors of the bill refer to a study by the HH.ru portal, which states that 61% of employers see difficulties in hiring minors due to legal risks.
The author of the project, the head of the State Duma Committee on Youth Policy, Artem Metelev, said that, according to research, nine out of ten teenagers would like to start working before the age of 18, but cannot find a job officially. “Inspections begin, bureaucracy, countless approvals, it is simply unprofitable for employers. Our bill contains a number of important changes that will help change the situation for the better,” said Mr. Metelev.
