The head of the central executive committee of United Russia, Alexander Sidyakin, spoke about the party’s plans to restore the DPR, LPR, Zaporozhye and Kherson regions.

It is planned to modernize and build 3,000 social facilities, including 460 kindergartens, 600 hospitals and clinics, as well as 650 facilities providing educational services. United Russia also wants to purchase 385 school buses and modernize 16,500 catering units in schools, colleges and universities. In addition, the party in power promises 275 new medical vehicles to the new territories. United Russia will repair 19,200 km of regional roads and 11,500 local ones. They will also restore almost 1,000 houses and cover all areas with “reliable” cellular communications and digital television.

“Behind each of these figures are the fates of people, their expectations and hopes with which they voted a year ago in the referendum,” added Sidyakin. All these figures will be realized, he assured. The party’s task in this case is to be able to control the construction of each facility on time according to “the highest and best quality standards that exist in our country,” summed up Sidyakin.

In the draft federal budget for 2024–2026. a new state program “Restoration and socio-economic development of the DPR, LPR, Zaporozhye and Kherson regions” has appeared. It is planned to allocate 37.5 billion rubles for its implementation in 2024. In 2025–2026 no funds are provided for it.

Also, transfers are planned to new regions to equalize budgetary security, as follows from the explanatory note. This expense item is included in the state program “Development of federal relations and creation of conditions for effective and responsible management of regional and municipal finances.” In particular, the volume of interbudgetary transfers will increase by 178 billion rubles. in 2024, 157 billion rubles. in 2025 and 150 billion rubles. in 2026. This growth is explained in the explanatory note by the provision of subsidies to the budgets of four new regions, as well as “clarification of the forecast for income tax revenue.” Another 8 billion rubles each. in 2024–2026 it is planned to allocate for partial compensation of additional expenses for increasing wages of public sector employees in new regions.
