United Russia promised to fulfill all promises to citizens even with a “difficult” budget

Chairman of United Russia (UR) Dmitry Medvedev held a meeting of the party’s program commission on Tuesday, dedicated to the budget for 2024 and the planning period 2025–2026. The main idea, which was broadcast during the discussion by all speakers, looked very optimistic: although the main financial document stipulates an increase in spending on defense and the military-industrial complex, there will also be enough money to fulfill all social obligations, and for some purely “peaceful” ones directions, costs will even increase. In addition, party members rated government members according to the criterion of their departments’ implementation of the “people’s program” of United Russia.
The government submitted the draft federal budget for 2024–2026 to the State Duma on September 29. It assumes a significant increase compared to 2023 in both income (by 22%, to 35.1 trillion rubles) and expenses (by 16%, to 36.7 trillion rubles). Expenses in the “National Defense” section will increase the most (by 68%, from 6.4 trillion to 10.8 trillion rubles), the share of which in all expenses will increase from 21.2% to 29.4%. Another 9.2% (RUB 3.4 trillion) of the 2024 budget expenditures falls on “National Security and Law Enforcement.” At the same time, the share of spending on the economy will decrease from 13.6% to 10.6% (from 4.1 trillion to 3.9 trillion rubles), and on “Social policy” (previously the largest section of budget expenditures) – from 21 .5% to 21.1% of all expenses. However, in nominal terms, spending on social services will increase – from the planned 6.5 trillion for 2023 to 7.7 trillion rubles. They will also increase slightly in relation to GDP – from 3.9% to 4.3%.
“A financial document is always formed in difficult conditions, but now this is not a figure of speech that allows you to minimize some expenses, but in fact the true situation. The budget is being formed in extremely difficult conditions,” Dmitry Medvedev immediately caught up with the intrigue. But he immediately added that United Russia, “regardless of these conditions,” will fulfill the promises it made to its voters as part of the party’s “people’s program.” These promises relate, in particular, to the construction of schools and kindergartens, improving the quality of primary healthcare, as well as the integration of new Russian regions into the socio-economic space of the Russian Federation. United Russia also did not fail to remind that a special portal “I am in Russia” has been created for residents of the new territories (its coordinator is the son of the party chairman, Ilya Medvedev).
In addition, Mr. Medvedev focused on the fact that for some “peaceful” areas the draft budget includes even more funds than before. For example, more than 40 billion rubles were allocated for rural development in the 2023 budget, and in the current project – already more than 62 billion. But this is not enough, so United Russia will insist that another 26.5 billion rubles be spent on these goals over three years ., said the party member. Having briefly mentioned that the new budget satisfies all the “needs of the military-industrial complex,” Dmitry Medvedev immediately repeated that the main task of the United Russia is to fully provide financing for “all social obligations,” and asked the head of the State Duma budget committee Andrei Makarov, who were present at the meeting, to Finance Minister Anton Siluanov to confirm that the bill under discussion provides all the necessary funds for this. The latter assured a little later that the draft budget provides for the indexation of all social obligations, and promised that the Ministry of Finance will also consider United Russia’s proposals to increase spending on the “Professionalism” program and the modernization of employment centers.
All United Russia obligations in terms of general and secondary vocational education will be fulfilled in the budget, said, in turn, Minister of Education Sergei Kravtsov. And he especially noted that the budget now provides for funding for the positions of advisers to directors on educational work (they should be involved in leisure time and the proper education of young people) not only in schools, but also in colleges. And the deputy head of the United Russia faction in the Duma, Andrei Isaev, added that the budgeted increase in the minimum wage to 19,240 rubles. will affect more than 4 million people and will “stimulate wage growth.”
Finally, the head of the executive committee and deputy secretary of the party’s general council, Alexander Sidyakin, reported that all areas of the United Russia “people’s program” were implemented at 50–87% of the annual plan. Moreover, United Russia listed the leaders in the implementation of certain areas of the program among not only party coordinators, but also government representatives. According to these estimates, the best among the heads of ministries and departments in terms of the implementation of the United Russia party program were the Minister of Construction Irek Fayzullin (91% of plans were implemented), the Minister of Energy Nikolay Shulginov (90%) and the Minister of Digital Development Maksut Shadayev (80%).
