State Duma deputies from United Russia (UR) received traditional party recommendations on working with voters in the regions. The party advises them to celebrate Victory Day with citizens, organize a football trip for participants in a special military operation, and also donate blood on the occasion of National Donor Day.

The next recommendations (“Kommersant” has read them) concern the work of deputies with voters during the upcoming regional week from April 15 to 21. Their main topic this time was preparations for the celebration of the 79th anniversary of the Victory.

United Russia members are recommended to organize federal and regional events to mark the holiday. The party advises deputies to personally participate in actions to bring monuments related to the Great Patriotic War into proper condition. Organized by the United Russia together with the Victory Volunteers movement, cleanup days will start on April 18; in total, it is planned to clean up more than 30 thousand memorial places in all regions of the Russian Federation. At the same time, it is proposed to convey to citizens the thesis that May 9 is a key date in the history of our country, and “Western information platforms are doing everything to belittle the merits of the USSR in the victory over fascism.”

It is recommended to link the theme of the Victory of 1945 with a special military operation (SVO).

“The ultimate goal of our opponents today is not much different from Hitler’s goals – they want to see Russia defeated and mired in turmoil. The new anti-Russian coalition has new curators, and former allies and opponents are now all together trying to weaken Russia. But their plans have already failed… Just as 80 years ago our great-grandfathers avenged Leningrad and Khatyn, so today our soldiers will avenge Belgorod, Crocus and other bloody crimes of the Kyiv regime,” the document says. It also traditionally reminds of the need to support SVO participants and their families. In particular, we are talking about organizing trips to matches for military personnel in partnership with local football clubs. And of course, the party advises reminding Russians about the activities of the working group on Northern Military District issues, which is headed by the Secretary of the General Council of the United Russia Andrei Turchak, as well as about the support measures taken in a particular region.

In addition to meetings with ordinary citizens, deputies will have to communicate with the primary branches of United Russia within the framework of the “year of the primary” announced by the party, as well as with participants in the internal party primaries (nomination began on March 26) and the “Politstart” project (accepting applications started on March 25). One of the features of the current preliminary voting will be “maximum support” for candidates participating in the SBO, to whom (along with women) it is recommended to pay special attention.

Another traditional theme for United Russia is the implementation of the “people’s program,” which United Russia is advised to inform residents about at meetings, in comments in the media and on social networks.

This topic should be presented in conjunction with Prime Minister Mikhail Mishustin’s recent report to the State Duma, since many government measures to support citizens were “legislated by United Russia” as part of the implementation of its program, the recommendations note. In the same report, the prime minister also spoke about the school overhaul program that United Russia is implementing together with the Ministry of Education. These issues are given a separate section in the recommendations: it is assumed that during the regional week, deputies and senators, together with the coordinators of the “Our School” party project in the regions, will go to problem sites, armed with “preliminarily worked out measures to solve problems.” At the same time, they are “recommended to avoid unfounded promises regarding the timing of the delivery of objects and the elimination of problematic issues,” but they can meet with parents and discuss “design solutions” for the repair and construction of schools and kindergartens.

United Russia members are also reminded that on April 21, Russia celebrates Local Government Day, which means it is worth meeting with municipal colleagues and assuring them that United Russia “understands the importance of its representation at the local government level.” And in connection with another holiday – National Donor Day on April 20 – deputies (in the absence of health contraindications) are invited to personally donate blood. Although there are other ways to celebrate this holiday: for example, hold meetings with honored donors of the region and post information on social networks about the importance of donation. Finally, in connection with recent events, United Russia members are advised to take part in helping those affected by floods in the Urals.

The format of targeted care for veterans appeared in the United Russia during the pandemic, and a lot of work is being done to perpetuate the memory of the heroes of the Great Patriotic War, explains Pavel Sklyanchuk, a member of the Russian Public Relations Association. “Currently, a semantic line of generational continuity has been added to the May holidays – from the heroes of the Great Patriotic War to the heroes of the Northern Military District – which, through the task of denazification, leads to the formation of expectations for a new Victory Day. It is logical that this is the main task of deputies as part of their work with voters in May,” the expert sums up.
