United Russia provided its deputies with traditional party recommendations for a week dedicated to working with voters in the regions. Like previous similar documents, the current one can be divided into two parts: problematic and celebratory. In the first, United Russia members are invited to communicate with citizens on topics that have already become traditional for them – this is a special military operation (SVO) in Ukraine and the implementation of the Party’s People’s Program. As for holidays, party members are offered to celebrate three: Constitution Day, Mother’s Day and the upcoming New Year.

The Duma changed the schedule, holding six full plenary weeks in a row, and now deputies will finally go to work in the regions. Before each regional week, United Russia traditionally receives recommendations from the party on topics for communication with voters and proposals for holding various events. The next week, which will last from November 20 to 26, is no exception. “Kommersant” got acquainted with the document.

The topic of military defense, support for military families, and assistance to fellow countrymen participating in hostilities has traditionally come to the fore.

United Russia members are recommended to prepare humanitarian supplies for the fighters and organize a cultural program for those of them undergoing treatment in hospitals in the region. As usual, deputies are reminded of the need to speak on social networks and regional media in support of the president, and talk about party members who went to the front line as volunteers. Also, do not forget about participation in the work of public receptions, hotlines, consultation centers for processing questions and requests from citizens, and, if necessary, preparing deputy requests. Party members are also advised to remind citizens about initiatives dedicated to helping participants in the special operation, which have already been adopted at the federal and regional levels with the active participation of United Russia.

Traditionally, United Russia is recommended to remind voters that “as during the Great Patriotic War, the slogan “Everything for the front, everything for victory” is becoming relevant.”

As for the implementation of the Party’s People’s Program, party members are advised to concentrate voters’ attention on maintaining all its priorities when adopting the budget (it was adopted in the third reading on November 17). “It is important to emphasize that, despite the sanctions and the need to provide support to new regions, the party continues to fulfill its promises,” the recommendations say. Voters will be told that United Russia has introduced amendments to the second reading of the budget for 138 billion rubles. “These funds will be used to fulfill the tasks set by the president: ensuring the security of the country, supporting soldiers and their families, ensuring social obligations to people in full,” the recommendations say. Voters will also be reminded that “the new draft budget was developed in difficult economic and geopolitical conditions, but despite this, United Russia and the government ensured that all social guarantees were preserved in the budget.” At the same time, party members are advised not only to operate with financial indicators, but also to illustrate their speech with examples: what the funds can be used for, what can be built with them, etc.

Traditionally, the party invites its deputies to take part in events dedicated to the upcoming holidays. This week, party members will have to prepare for Constitution Day, which will take place on December 12. This year the Basic Law will celebrate its 30th anniversary. Deputies are invited to conduct “Conversations about Important Things” classes in schools on this topic. There will also be an action “I am a citizen of Russia” of the party project “World of Opportunities”. It is designed to “form among schoolchildren aged 13–14 years a conscious attitude towards the concept of “citizen”, its meaning, rights and responsibilities, the relationship between citizens and the state, and respect for the Constitution of the Russian Federation.” High school students are expected to teach 30-minute themed lessons to 7th and 8th grade students.

On November 26, Russia celebrates Mother’s Day, in connection with which United Russia members are advised to congratulate all mothers in the media and social networks, without forgetting to talk about the measures taken at the initiative of the party to support motherhood and childhood. And party members are asked to give flowers and tea sets to the wives and mothers of SVO participants.

When receiving residents in public reception areas, deputies are advised to pay attention to issues of housing and communal services, since this topic traditionally leads in citizens’ requests.

On the occasion of the approaching New Year, United Russia is launching two campaigns – “Box of Courage” and “Silver Tree”. The first is taking place for the second year in a row and is aimed at supporting children undergoing treatment in hospitals and hospices. The party launched a collection of toys, books and other things for them. As part of the second action, party activists will collect gift sets for residents of nursing homes and lonely elderly people, and will also organize New Year’s performances and holiday tea parties for them.
