United Russia Burmatov proposed to introduce responsibility for the promotion of cruelty to animals

The first deputy chairman of the State Duma committee on ecology, Vladimir Burmatov (United Russia), has prepared a bill on responsibility for promoting cruelty to animals. He proposes to introduce fines from 5,000 to 100,000 rubles. and arrest up to 15 days with confiscation of the animal.

Mr. Burmatov explained “Izvestia” doghanism (killing animals) and the activities of trash streamers, “who live on social networks show abuse of animals.” The deputy noted that in Russia there is a criminal liability for cruelty to animals, which provides for punishment of up to five years in prison. “However, the propaganda of this today is not stopped in any way,” United Russia added.

The bill introduces amendments to the Code of Administrative Offenses (CAO RF). It is proposed to introduce a separate punishment for the demonstration of violence against pets. Individuals are subject to a fine of 5,000 to 30,000 rubles. or arrest for 15 days, for officials – a fine of 10 thousand to 15 thousand rubles, for legal entities – from 50 thousand to 100 thousand rubles. All measures include the confiscation of the animal.

Separately, the deputy proposes to introduce liability for the production and distribution of video and photographic materials, printed materials, audio products promoting cruel treatment and their publication. For citizens, a fine of 10-20 thousand rubles is provided for this, for officials – 15-25 thousand, for entrepreneurs – 20-50 thousand, for legal entities – 50-100 thousand rubles.

The initiative of the deputy was supported by the deputy chairman of the LDPR faction Yaroslav Nilov, the head of the committee on family issues Nina Ostanina (KPRF) and the first deputy chairman of the State Duma committee on education Yana Lantratova (“A Just Russia – For Truth”).

Vladimir Burmatov and the head of the legislation committee, Pavel Krasheninnikov, have also previously proposed fines for pet owners who abandon or abuse their pets. Administrative responsibility is assumed for cruelty to animals, when the act “does not pull” for consideration under the articles of the Criminal Code.
