“The school is waiting for certainty, but it is not”
After the recent address of the president, where Putin actually announced the reform of higher education, schools are sensitively listening to the rhetoric of power. Therefore, a certain “smooth transition” to a “strong education system”, as well as a “return to the roots”, sounded from the lips of the Minister of Education of the Russian Federation, caused a resonance. Moreover, the other day the State Duma started talking again about the abolition of the “alien” exam. Does this mean that the exam will be canceled and its days are numbered?..
Of course, the words of the head of the Ministry of Education, Sergei Kravtsov, can only be attributed to the “tower”, which many did. But, whoa! The wary public caught what the minister said: “We are discussing with the Ministry of Education and Science so that the transition is smooth.” Moreover, he strengthened the statement: “we need to return to our origins, to systemic education, to those developments that made our education system strong.”
What, then, to discuss, if not the reform of the Unified State Examination, where should schools go, if not back to the examination and credit system? school analysts said. Like, one question remained, how and when. “MK” talked with experts about whether there is life after the abolition of the exam and whether they are preparing for such a turn at school.
– Calls from the deputies of the State Duma to cancel the Unified State Examination happen periodically, – says Maria Kucherova, an expert in the field of education and the Unified State Examination. – But before, basically, it was Mironov, Zhirinovsky who said this … Things did not move further towards laws, some kind of normative acts. But after the president’s speech, such a call was made by the deputy of the United Russia (Sultan Khamzaev. – Auth.) Then Pyotr Tolstoy said that “we will dismantle the exam”, quote. Dismantle gradually. Further, at a recent press conference dedicated to the start of the Unified State Examination, there was the head of Rosobrnadzor, Anzor Muzaev, and his department is generally “the main one for the Unified State Examination” in the country. Muzaev admitted that such conversations are underway, but the department is not preparing for the abolition of the Unified State Examination. And the head of the FIPI, where assignments for the USE are being developed, Oksana Reshetnikova later talked about changes in the demo versions of USE assignments in accordance with the new educational standards, which will take them 3 years. That is, in summary, there are plans to abolish the USE, but the emphasis is on “gradually”.
I think that there can be several cancellation scenarios. The first and obvious thing is to make the exam optional. And this has already been practiced: Crimea, LDNR and the annexed territories. And after the coronavirus, in 2020, graduates passed the GVE, and entered according to the certificates. How will those who did not take the exam act with such a practice, this is a big question. Will they all take entrance exams at the university? .. Then the universities will have a very big burden. And “Bolivar can’t stand two.” Although there are exams in the HE system for applicants from secondary special education, and college children have the opportunity to choose whether to enter or take entrance exams based on the results of the USE. But there are not such volumes. And if the exam is optional, the number of applicants for entrance exams will increase dramatically.
The second scenario is the transition to a digital portfolio. Talk about it has been going on for a long time. Children take VPRs, write national tests, participate in social work – all this is summed up. We already have electronic diaries and portals where all the information and assessments are present. And it’s not difficult to set them up so that by the end of the training, the platform calculates the average score. The exam was also mentioned there as a kind of final education. As a result, a certain indicator is displayed, an index, on the basis of which a person will enter universities. Portfolio is not fiction, not empty words. The experiment is being conducted in several regions of the Russian Federation, its driver is Moscow. The trial period is until 2029.
Should the school wait for a new reform with the abolition of the Unified State Examination, said Nina Viktorova, a mathematics teacher, an observer at the PES (exam point – author).
– The school is waiting for some certainty, but so far there is none. On the one hand, we see that the USE continues to improve. This year, changes were made: the deadlines for the final essay and interview were moved, they were again allowed to choose a base or profile during the retake in mathematics, etc. A new standard is being introduced, which is also sharpened for the exam. And it will work until 2028. Against this background, they are talking about the abolition of the unified exam. Yes, some parents and teachers do not like him. Although I personally, with all the disadvantages of the exam, such as sketchiness, excesses with the regulations, the complexity of appeals, etc., I think that this is a fair exam. This is the main thing. But there is a power initiative, there is also public opinion on the abolition. What everyone is afraid of at school, including categorical opponents of the state exam – abrupt changes, a situation of uncertainty. Graduation from school is always a painful issue, money, nerves… Nothing can be abruptly canceled, so the smoothness of the transition is already good. But what’s next, no one explains. Education is a very conservative area. Any harsh statements cause a wave of indignation here. I would like to convey this to the deputies. Without some explanation and a well-developed concept of transition, it is impossible to speak sharply about the abolition of the USE.
