Trutnev instructed to maintain the alignment of energy tariffs in the Far East

The government of Yakutia, together with the Ministry of Finance of the Russian Federation, the Ministry of Energy, the Ministry of Economy and the Federal Antimonopoly Service, should work out a mechanism for maintaining the equalization of tariffs in the Far East and in the Arctic zone of the Russian Federation. This instruction was given by Deputy Prime Minister and Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District (FEFD) Yuri Trutnev following the meeting.

The electricity tariff equalization mechanism has been operating in the Far Eastern regions since 2017, its extended until 2028. Residents of the Far Eastern Federal District are compensated for the difference between the economically justified and the basic (average Russian) level of tariffs through a surcharge for consumers in the rest of Russia. In 2022, subsidies began to be reduced, which led to an increase in regional budget spending. The head of Yakutia, Aisen Nikolaev, complained about this.

“Last year, based on the results of work with the Ministry for the Development of the Russian Far East and the Federal Antimonopoly Service of Russia, we confirmed a shortage of funds for these purposes in the amount of 1.2 billion rubles. At the same time, in 2023 this amount will already become 3.6 billion rubles, and in 2024 – 4.6 billion rubles,” said Mr. Nikolaev, quoted by press office plenipotentiary.

Yuri Trutnev also instructed the Federal Antimonopoly Service, the Ministry of Energy and the Ministry for the Development of the Far East, together with RusHydro, to analyze the growth of the economically justified cost of electricity tariffs in the event that large consumers are created and transferred to their own power generating capacities. The departments must submit a report on this topic to the Russian government. The Ministry of Economy planned to assess the benefits of subsidizing electricity tariffs in the Far East back in the summer.
