The government submitted to the State Duma a draft federal law regulating the procedure for paying sick leave, maternity benefits, as well as benefits in case of accidents at work and occupational diseases in the four annexed regions. The volume of expenditures of the Social Fund of the Russian Federation for these purposes will amount to 33 billion rubles, while it is planned to collect insurance premiums from these territories four times less, 7.5 billion rubles – the resulting gap will be closed by a transfer from the federal budget.

In 2023, the Social Fund plans to spend more than 33 billion rubles on the payment of social insurance benefits in the annexed LPR, DPR, Zaporozhye and Kherson regions, follows from the submission to the State Duma bill. Residents of these regions will be able to receive all the main types of benefits provided by the Russian social insurance system, starting from March 1, 2023. These are sick leave, benefits for pregnancy and childbirth, for childcare, at the birth of a child, for burial, for temporary disability due to an accident at work and occupational disease, as well as a lump sum insurance payment. These types of payments will be eligible for:

• 356 thousand people in the DPR,
• 243 thousand – in the LPR,
• 272 thousand – in the Zaporozhye region,
• 166 thousand – in the Kherson region.

The largest expenses of the Social Fund are for insurance for temporary disability and in connection with motherhood (17 billion rubles). At the same time, the amount of contributions that the fund plans to receive from those working in these territories will amount to only 6.2 billion rubles. The average sick pay in 2023 is estimated to be 1.3 thousand rubles. per day, maternity benefits – the same amount. The amount of the monthly allowance for child care is 15.4 thousand rubles. per month, a lump sum payment – 22.7 thousand rubles. As follows from the draft law, those who by March 1, 2023 will already be assigned some of these payments under the legislation of the region (more than under the new rules), it will be saved.

Until 2025, the government sets a transitional period during which sick leave and maternity benefits can be issued on paper – in the Russian Federation they have already been transferred to electronic form.

The volume of the fund’s expenditures on compulsory social insurance against industrial accidents and occupational diseases in the new regions will amount to 16.2 billion rubles. with a projected volume of contributions of 1.4 billion rubles. The average daily allowance for temporary disability due to an accident at work and occupational disease will be 1.5 thousand rubles, a lump-sum payment in connection with disability – 51.1 thousand rubles. As in the case of sick leave, there is a norm according to which the amount of payments already assigned before March 2023 can only be recalculated upwards.

When calculating payments to residents of the annexed territories, the length of service received both before and after the regions became part of the Russian Federation will be taken into account. To calculate the average daily earnings, the Social Fund will use data for the period from September 30 to December 31, 2022.
