The State Duma proposed allowing those convicted of serious and especially serious crimes to work with children. This right can be obtained by people who behaved impeccably for at least ten years after serving their sentence and were engaged in some social activities. At the same time, the new norm will not apply to Russians with a criminal record, for example, for murder or rape. At the same time, the category of grave and especially grave crimes includes crimes such as robbery, robbery, extortion, bribes on an especially large scale, as well as the production and storage of drugs. The bill has already been submitted to the State Duma.
How will such citizens be allowed to work with children if the initiative is approved? As one of the authors of the bill, First Deputy Chairman of the State Duma Committee on Ecology Vyacheslav Fetisov, explained to Kommersant FM, the decision will be made by a special commission based on the biography of the applicant:
“The bill was born from circulation in Karelia: there a coach committed some illegal actions, served time, returned, and took up socially useful work.
We give the right to the commission, which will examine this or that case locally, the opportunity to rehabilitate a person who has realized his guilt and wants to be useful to society.
It will come from the specific work and activity of the citizen. To put it bluntly, there is no need to collect any pieces of paper, everything will be clear there: whether the person behaves well, what kind of family man he is, what values he preaches, and so on.”
True, the consequences of such an initiative can be extremely negative, emphasized Vsevolod Lukhovitsky, a member of the council of the Teacher trade union:
“The idea is, of course, interesting. If we believe that school is such a sinkhole for children and those who work with them, then there is no need to wait ten years. But I doubt that a person released from prison, even if he has nowhere to work, will go to school. This is not the kind of place where people rush to work.
Of course, there is no point in attracting teachers in this way. I’m not even talking about the very idea of entrusting education and upbringing to people who commit serious crimes. In my opinion, there is nothing to talk about here.”
