The agreement between the acting head of the Yaroslavl region, Mikhail Evraev, and the Just Russia – For Truth (SRZP) party, which provides for the refusal of the Social Revolutionaries to participate in the gubernatorial elections in exchange for a mandate in the Federation Council, may fail. Kommersant’s sources are sure that, in the event of his victory in the autumn elections, Mr. Evraev will delegate the chief federal inspector for Moscow, Viktor Kostin, who worked as vice-governor of the Yaroslavl region for many years, to the upper house. People’s Artist of the Russian Federation Nikolai Burlyaev, who was elected to the State Duma last year on the list of SRZP from the Yaroslavl Region and also included in the governor’s trio of candidates for the Federation Council, has practically no chance of becoming a senator.
A well-informed Kommersant source close to the presidential administration claims that if Mikhail Evraev wins the gubernatorial election, the seat of senator from the executive power of the Yaroslavl region may go to Viktor Kostin, and not to Nikolai Burlyaev, as originally planned. When asked why the authorities are refusing a deal with SRZP, the interlocutor of Kommersant replied: “So it seems they (Socialist-Revolutionaries.— “b”) didn’t really insist.” Another source of Kommersant, close to the presidential administration, heard that the SRZP did not fulfill some part of the agreements, but does not know the details.
The inclusion of a representative of the SRZP in the top three candidates for senators from Mikhail Evraev was a prerequisite for a deal under which Right-wing Russia could refuse to participate in the election of the head of the region.
This possibility was first announced by the leader of the SRHR, Sergei Mironov, during a visit to Yaroslavl back in December 2021: “Either we ourselves take part (in the election of the governor.— “b”), or … we agree that a representative from our party will be in the Senate. We now have three senators from the party, we are interested that (in the Federation Council.— “b”) had as many of our representatives as possible.”
In July 2022, the Socialist-Revolutionaries really did not put forward their candidate for elections, although the chairman of the council of the regional branch of the party, State Duma deputy Anatoly Greshnevikov, declared his readiness to run (SRZP also does not participate in the elections of the heads of Buryatia and the Kirov region). After that, Mikhail Evraev’s senatorial troika included Nikolai Burlyaev, State Duma deputy from the SRZP, Viktor Kostin, chief federal inspector for Moscow, and Alexander Rusakov, rector of Yaroslavl State University. “People are respected, with great services to the region. I am sure that each of them will be able to adequately represent the interests of the Yaroslavl region in the Federation Council. There is a lot of work ahead. But only by labor is the result achieved, ”Mr. Evraev wrote then in his Telegram channel.
The former “Yabloko” Mikhail Evraev (until 2012 he was a member of the federal bureau of “Yabloko”, and now a non-partisan) is going to the 2022 elections as a self-nominated candidate. This year, the electoral legislation of the Yaroslavl region was amended to allow self-nomination in the election of the governor (previously only political parties had the right to nominate candidates). United Russia supported the candidacy of the acting head of the region and did not nominate its own candidate. However, similar statements about the support of the acting governor by the SRZP have not yet been made.
A Kommersant source in the authorities of the Yaroslavl region is sure that Mikhail Evraev will delegate Viktor Kostin to the Federation Council.
He is well known in Yaroslavl: for many years he worked as the vice-governor of the region for social block and health care. In addition, according to Kommersant’s information, last year Mr. Kostin was considered by the presidential administration as a candidate for the post of acting head of the Yaroslavl region and came to Yaroslavl on the eve of the resignation of Governor Dmitry Mironov. But at the last moment, the choice fell on the former deputy head of the Federal Antimonopoly Service, Mikhail Evraev.
“Kostin will be the senator, although Burlyaev was in the plan,” says the Yaroslavl interlocutor of Kommersant. In his opinion, either the agreements with the Right-wing Russians were canceled, or they “agreed with them somehow differently.” Nikolai Burlyaev refused to comment to Kommersant on his inclusion in the top three candidates for the Federation Council, offering to wait for the election results and the appointment of a senator. Viktor Kostin told Kommersant that he “had a conversation” with Mikhail Evraev on the topic of his nomination to the upper house, and announced his readiness to become a senator. However, he also suggested waiting for the appointment of one of the candidates.
A Kommersant source in the SRZP leadership says that he has no information about the appointment of Viktor Kostin to the senatorial post. “In any case, the leadership of the party did not express any dissatisfaction (with the candidacy of deputy Burlyaev.— “b”),” notes the interlocutor of “Kommersant”. According to another source, “the scenario with Burlyaev is in force.”
Political scientist Alexander Kynev considers the refusal of the pre-election deal with SRHR, the terms of which were announced publicly, to be “not a very successful combination” for Mikhail Evraev.
“In the Yaroslavl region, both single-mandate districts were won by the Socialist-Revolutionaries in last year’s elections to the State Duma,” the expert recalls. “Their negotiating position in this regard is very strong, and the position of the Socialist-Revolutionaries in the region as a whole is very strong. Kostin is an authoritative figure and could have acted as a consolidated candidate of the regional elite in the gubernatorial elections, but this did not happen. Burlyaev, at the same time, is not at all a regional politician.” Therefore, the authorities will have to “think of something else compensatory” for SRHR, Mr. Kynev suggests: “This may be related to the elections to the municipality of Yaroslavl, which will also be held on a single voting day.”
