Russian Sports Minister Oleg Matytsin said at the Russia exhibition that the decision to introduce a fan card was made by Russian President Vladimir Putin and there is no turning back. Mr. Matytsin does not consider the introduction of FanID an attempt to “kill” football.

“I don’t think this has anything to do with trying to kill football. This is a presidential decree, there will be no turning back. The decision is aimed at ensuring security and culture,” said the Minister of Sports (quoted by RIA Novosti).

On December 30, 2021, Russian President Vladimir Putin signed a law introducing a fan card for access to Russian Premier League (RPL) games. The opportunity to obtain a FanID card appeared on Gosuslugi on July 4, 2022.

From December 1, 2022, a fan card is required for admission to all RPL games. The fan identification system was used at the 2017 FIFA Confederations Cup, the 2018 FIFA World Cup, and the 2021 Russian European Football Championships.
