They want to transfer the payment of taxes for the self-employed to online platforms

The payment of taxes for the self-employed can be imposed on digital employment platforms, platforms – intermediaries between the order executor and the client, such as Yandex or Sberbank aggregators. This was told to Vedomosti by two participants in the discussion of the regulation of platform employment, which is being conducted in a special working group on labor and social policy under the State Duma.

According to the interlocutors, the initiative to transfer the function of a tax agent to the sites was made by a representative of the Ministry of Labor, and the Federal Tax Service supported the proposal. The idea was also formulated in the concept of a companion bill to the new framework legislation on employment, the document was sent to the Russian tripartite commission by Deputy Minister of Labor and Social Protection Magomed Abdulkhalimov. He proposes to include in the list of rights and obligations of the digital employment platform the exercise of “the function of a tax agent for the calculation and payment of taxes on income received by the platform employed.” As one of Vedomosti’s interlocutors clarified, the likelihood that the norm will be included in the bill is high, but much will depend on the final decision of the Federal Tax Service.

Representatives of the Ministry of Labor, the Federal Tax Service, as well as the digital platforms of Yandex, Sberbank, Ozon, Profi.ru, YouDo did not respond to Vedomosti’s requests. A representative of Wildberries said that the company is ready to consider and discuss a proposal to transfer the functions of tax agents to marketplaces.
