The Ministry of Labor and Social Protection proposes to significantly expand the list of organizations in which it will be possible to perform alternative civilian service. Document providing for this published department on the portal of normative legal acts.
Active since February of this year list of organizations, in which one can serve alternatively, consists of two parts. The first is the institutions that are subordinate to the central executive authorities, the second is the institutions of regional subordination. The Ministry of Labor proposes to replenish both of these parts. A new section will appear in the first list, which includes organizations under the jurisdiction of the Ministry of Health of Russia. It includes 13 organizations from 9 subjects of the federation, including three Moscow, three National Medical Research Centers: hematology therapy and preventive medicine, Central Research Institute of Dentistry and Maxillofacial Surgery. Previously, the federal section included institutions subordinate to the Ministry of Culture, the Ministry of Defense, the Ministry of Agriculture and the Ministry of Sports. The list of the Ministry of Agriculture has been replenished with nine organizations, including the capital’s University for Land Management.
Regional subsections were replenished with 124 institutions from 16 subjects of the Federation. The largest lists are in Samara (21 organizations), Yaroslavl (20 organizations) and Novgorod regions (16 organizations). The list of the Moscow region was supplemented by 5 healthcare institutions.

In accordance with the Law “On Alternative Civil Service”, it can be done instead of conscription service. This right is granted to all citizens of Russia whose beliefs or religion are contrary to military service. There are 149 positions in the list of professions that can be replaced by military service, but practice shows that most often “alternatives” work as medical staff and postmen. The duration of alternative service is 21 months.
It is more difficult to complete alternative civilian service instead of mobilization service, since there is no law on alternative service for mobilized people. At the same time, the Constitution provides for the right to replace military service with alternative civilian service without specifying that it can be done only on conscription. And to date, there has been at least one case of recognizing the illegal mobilization of a man who had previously performed alternative service.
