Teachers believed that the reason for the abolition of “all-Russian” tests was failing grades, not politics
What teachers have been whispering about for so long has come true – the list of all-Russian testing works (VPR) has been reduced. Rosobrnadzor officially announced that “all-Russian tests” in English, Spanish, German and other foreign languages, first and second, will not be held in schools. But the remaining items will remain, the head of the supervisory agency warned questions. Previously, VPRs in foreign languages were written in grades 7 and 11.
It is worth recalling that all-Russian tests are an internal test of the quality of knowledge in schools by Rosobrnadzor and the educational department. Therefore, VPRs as a cross-section of knowledge are carried out pointwise and in different ways all the time. At one time, high school students wrote 8 subjects each. Now two of the compulsory ones have been left: Russian, mathematics and one additional subject of the school’s choice. The only time it takes place is spring, from March to May. And almost every year there are some innovations. This year, for example, 4th graders are writing Russian, mathematics and the world around us for the first time. And 10th graders are asked to take geography.
At one time, the academic year 2019-2020 also became a milestone. Not only as the first post-Covid one, but also as the year when they began to take the English test on computers. It is even more strange that now they have decided to remove such a progressive “exam” from the list of inspections of Rosobrnadzor. And even with the words “this is a consolidated decision.”
“Of course, the first thought that arises is that the VPR in language subjects was canceled due to the difficult political situation,” says Larisa Stanitskaya, an English teacher from Moscow. – But this is only at a superficial glance. The fact is that year after year the results in linguistics fell. I think that’s the point. Here we have a very ordinary school in a “dormitory”, not a lyceum, not a gymnasium. Honestly, last year my seventh graders got 73% Fs. Alas, year after year after the Covid story with remote control, the result did not improve, but fell. The reason for our school is also that many visitors study. Even the smart and motivated people focus their efforts on mastering Russian, to the exclusion of foreign languages. There are many children from single-parent or needy families. Transferring the exam to a computer did not bring us any good. Not all of our children are comfortable with technology; some don’t even have a PC at home… In “good” so-called schools, as colleagues say, the situation is different. Perhaps the people at the top decided what to “cut” when everything was already clear.
With grades on VPRs at school, “everything is complicated.” They are assessed not anyhow, but according to a certain standard developed at a special institute for assessing the quality of education, and the evaluation criteria are as strict as on the Unified State Exam.
At the same time, bad grades do not have to be given to the student “in the journal”, however, like good ones, everything is at the discretion of the teacher. The “All-Russians” did not have a legal status and still do not. Which even at one time gave rise to a fashion for refusing congenital malformations among parents. But the fact is that schools are given grades for this work and their results. Knowledge cross-sections as the results of CDF influence the notorious school rating. Which, in turn, determines the financing and receipt of municipal or regional grants, participation in competitions, hosting various ministerial and federal projects and other benefits. The school’s carriers arrived and increased status.
“Yes, there are no VPRs in the Law “On Education,” confirms lawyer Stanislav Popov. – Schools only have recommendations and methods, regulations from departments in this regard. It is difficult to say why these all-Russian works were not carried out by law. There is an opinion that there was simply not enough time after the lockdown. But this is incorrect; the work was first introduced in 2015. And, as practice shows, in schools, and in addition to the VPR, there are enough obligations that do not have a firm legislative status. Among the recent innovations, events with state symbols, the flag and anthem of Russia, were carried out through the State Duma and approved in federal law. But “Conversations about important things” – no. But this does not in any way affect the fact that this lesson is required to attend. The same goes for the “Regional Class Hour” – we don’t have it in Moscow.
