The Constitutional Court (CC) found the norms of the Code of Administrative Offenses of Moscow, which define officials authorized to initiate cases of violation of silence, inconsistent with the Basic Law of the country, according to a court decision published on Monday. According to the code, this can be done by the police, but only if there is an appropriate agreement between the city authorities and the Ministry of the Interior. And since he has not been in Moscow for more than eight years, it is impossible to get a fine for a troublemaker if he is a citizen, and not an organization.
