“We have a difficult biological situation due to the fact that almost 46 biological laboratories were located on the territory of Ukraine. How do overseas rivals react to Russia’s statements? Some are kept silent, sometimes they give instructions not to react at all. They curtailed some of the work, we believe this is our achievement,” said Igor Kirillov (quoted from TASS).
“We have reached many countries. One might perhaps wonder what the Pentagon is actually doing. Very pragmatic and with specific goals. The first and most important goal for them is to control the situation, and the second goal is to make money by displacing competitors,” he added.
According to open data, after the collapse of the USSR, the United States is developing a program proposed by Senators Samuel Nunn and Richard Lugar for the CIS countries to eliminate nuclear, chemical and biological weapons. In 2005, the program was expanded in the area of biological safety. It is financed by an agency subordinate to the Pentagon; by 2013, $8.79 billion had been allocated for it.
Ukraine has been cooperating with the United States under this program since 2005. The key events that preceded the conclusion of the agreement, according to open sources, were the anthrax attacks in the United States in 2001 and the SARS coronavirus outbreak in 2003. On website The US Embassy in Ukraine says that the main goal of the program is to reduce the biological threat “through the development of a culture of biorisk management.”
A leading microbiology specialist in Germany, Professor Roman Wölfel, who visited Ukrainian laboratories opened under this program, in a conversation with DW (recognized as a foreign agent in the Russian Federation) in April 2022, said that they “mainly deal with animal diseases in agriculture.” Other experts believe that these laboratories conduct research with harmless pathogens that cannot be used for biological weapons.
In November 2022, the UN Security Council rejected a Russian resolution demanding the creation of a commission to investigate joint military-biological activities of the United States and Ukraine. In December 2022, 52 member countries of the Organization for the Prohibition of Chemical Weapons (OPCW) issued a joint statement stating that Ukraine adheres to the Geneva Convention and does not develop chemical weapons, including in biological laboratories.
