The traffic police promised not to fine for video recorders on the glass – Kommersant

The head of the traffic police, Mikhail Chernikov, on Tuesday gave clarifications on the new list of malfunctions that came into force on September 1, in the presence of which the operation of vehicles is prohibited (“Kommersant” in detail told about this document on 1 September). The list appears in Art. 12.5 of the Code of Administrative Offenses, there is also a fine for violators in the amount of 500 rubles.

After the entry into force of the document, a number of media reported that from now on, a ban was allegedly introduced on the installation of video recorders on the windshield of vehicles. The Ministry of Internal Affairs issued additional clarifications, and Mr. Chernikov confirmed that this is an incorrect interpretation of the document. In fact, it was forbidden to install any “additional objects” that block the view on the glass before. These items can include video recorders, tablets and smartphones, but not all of them, but only so large that the road is not visible behind them.

At the same time, if the inspector finds a sufficiently large device on the glass during the check, the driver will not be held liable, Mikhail Chernikov promised. According to him, the traffic police officer will simply ask you to remove the gadget that interferes with the view from the glass. “There should not be any attraction here,” the head of the traffic police emphasized. “This is absurd and the inspector’s digging.” Drivers who face penalties in such situations can apply to the State traffic inspectorate, Mr. Chernikov said.

The list of faults introduced a ban on the operation of cars on summer tires in December-March and on the use of studded tires in June-August. A fine of 500 rubles is threatened for violation, but Mikhail Chernikov promised that the inspectors would make a decision based on common sense and the characteristics of the region: in Sochi, for example, in December there may be a plus temperature, winter tires are not needed, and fined for her absence will not.
