The tax authorities generalize the detection of undeclared swimming pools by artificial intelligence

Undeclared swimming pools will now be tracked down throughout France. The Directorate General for Public Finances (DGFiP) announced on Monday that its artificial intelligence detection device undeclared swimming pools would be generalized to the whole country.
Since 2021, the tax authorities have been experimenting with this “innovative land project” in nine departments (Alpes-Maritimes, Var, Bouches-du-Rhône, Ardèche, Rhône, Haute-Savoie, Morbihan, Maine-et-Loire, Vendée). Thanks to artificial intelligence and aerial shots, the tax administration manages to track down swimming pools not declared or which are not properly taxed. From September, the system will be generalized to all metropolitan departments.
Over 20,000 swimming pools found
According to the DGFiP, nearly 20,000 swimming pools have thus been found via this mechanism and will be newly imposed under the property tax of 2022. “This represents nearly 10 million euros in additional revenue for the municipalities concerned for the year 2022 alone”, indicates the Directorate General of Finance public in a press kit.
Of these 10 million euros, 5.7 million were collected to rectify the lack of taxation in previous years. 4.1 million are also paid under the 2022 property tax, a “perennial” resource for municipalities according to the DGFiP. It estimates that “gains in local direct taxes should reach nearly 40 million euros in 2023”, once the system is generalized.
Tool expansion
The resources garnered should therefore ensure “a profitability of the project from its second year of deployment”, specifies the tax administration. Indeed, the cost of the system is estimated at 24 million euros from 2021 to 2023.
The device was developed in partnership with the consulting firm Capgemini and Google. After its generalization for swimming pools, the DGFiP plans, in the long term, “to optimize this new tool” to detect “other forms of undeclared buildings”, such as outbuildings, verandas or large garden sheds for example, she told AFP.
