The Supreme Court did not find discrimination in the procedure for enrolling foreigners in kindergartens

The Supreme Court (SC) confirmed the legality of the procedure for enrolling children of foreign citizens in kindergarten: it is allowed if the parent provides a document on the right to legal stay in Russia. This is reported RASPI with reference to the participants of the hearing.

A native of Afghanistan, Sultani Reza, turned to the RF Armed Forces, writes RASPI. He was rejected when trying to enroll his child in a kindergarten because he does not have permission to stay in the country. In his opinion, this rule discriminates against foreigners, since Russians do not prove the legality of their presence in the country, and the status of a parent should not affect the lives of children.

“It is worth starting with the fact that Russian citizens do not need to prove the legality of their stay in the country. This is an absurd statement in itself. As for the contradiction to the principles of education in the country, we can bring everything to the point of sheer absurdity: bring a child without any documents at all and say, ”teach”, because everything is ”publicly available and free”,” said Victoria Pankova, a representative of the Ministry of Education.

The Supreme Court concluded that the requirement to be allowed to stay in Russia was necessary to “normalize the order”. So, the court pointed out, initially children living nearby should be enrolled in kindergartens, and then children from other regions and settlements, in connection with which the management needs registration documents.
