The State Duma will soon submit proposals to determine the status of PMCs – Kommersant

Andrei Kartopolov, head of the State Duma Committee on Defense, said that deputies would soon submit proposals to determine the status of private military companies (PMCs). According to him, the deputies need to formulate fundamental provisions on the status of PMCs. At the same time, he stressed that much of what “as regards the performance of PMC tasks in the NVO zone, has already been settled.”

“Much of what concerns the performance of PMC tasks in the NMD zone has already been settled, but it is still necessary to determine the fundamental provisions: what is PMC, what role do they play and what place do they occupy in our legal structure. This is what we really do. I believe that in the near future we will decide and offer options,” said Mr. Kartopolov “Interfax”.

Andrey Kartapolov noted that in the case of PMCs “we are not talking about legalization”, but about the formation of “their legal status in accordance with our legislation”.

In March, an order was signed on the transition of volunteer formations to the united group of troops in the zone of military operation. Contracts must be signed by July 1st. Deputy Defense Minister Nikolai Pankov said that this was necessary for “a unified approach to the organization of comprehensive support and performance of tasks” by volunteers, as well as to secure the necessary legal status for volunteers.

Today, June 13, Russian President Vladimir Putin declaredthat PMC fighters and volunteer organizations need to conclude contracts with the Ministry of Defense. He also said that changes should be made to the legislation to provide these formations with the necessary legal status.

June 12, the first contract with the Ministry of Defense signed Volunteer Detachment “Akhmat” Earlier today, on June 13, contracts with the department were also signed by three more brigades and four separate detachments from the volunteer assault corps. The head of the Wagner PMC, Yevgeny Prigozhin, said that his fighters would not do this.
