The Legislative Assembly of the Kaluga Region has submitted a bill to the State Duma that proposes to fine employers for employing those liable for military service and conscripts who have not provided military registration documents. In addition, the document proposes to increase the penalties for hiring citizens who evade military registration. The relevant bill has been published on website State Duma.
For the employment of persons liable for military service and conscripts who did not provide military registration documents, it is proposed to introduce fines for citizens in the amount of 10 thousand to 20 thousand rubles, for individual entrepreneurs – from 5 thousand to 10 thousand rubles, and for legal entities – from 50 thousand to 100 thousand rubles. For this, the Legislative Assembly proposes to single out the fourth part in Art. 5.27 of the Code of Administrative Offenses of the Russian Federation (violation of state regulatory requirements for labor protection).
Kaluga deputies proposed to increase fines for hiring draft evaders to a range of 5,000 to 25,000 rubles. Now employers for this offense face a fine of 1,000 to 5,000 rubles. This rule also applies to admissions.
In addition, it is proposed to fine the employer for not reporting changes in the employee’s military registration information. The fine should be from 5 thousand to 25 thousand rubles.

In particular, a citizen cannot be considered a criminal if he did not appear on the summons due to disability, a serious illness of a close relative, or if he received the summons after reaching the age limit for service.

The law also gives border guards the right to confiscate passports from Russians who are banned from leaving right at the border. The amendments apply to both conscripts and mobilized citizens, according to lawyers interviewed by Kommersant.
