The State Duma spoke about the necessary revision of the bill on testing guardians

The government bill on the reform of the system of guardianship and adoption in Russia, adopted in the first reading and caused a lot of controversy, will be finalized by the State Duma. Deputy Vladimir Sipyagin shared with “Russian newspaper” their opinion on the necessary changes.

According to the proposed document, adoptive parents will be tested for psychological and financial readiness to adopt a child into a family. However, the deputies decided that the closest relatives of orphans would be able to become their guardians without additional requirements for housing conditions and without mandatory preparation for guardianship. This proposal will be included in the second reading of the law.

Sipyagin expressed his concern about relatives who are not considered close (for example, uncles and aunts from relatives). In his opinion, it is necessary to conduct a check for those who live in the same house or apartment where the adopted / adopted child will live.

“These people may not be close relatives, but they will live under the same roof. It follows that the child will communicate with everyone,” the deputy said.

He also considers it necessary to expand the circle of persons whose psychological and mental state must be checked before adoption / adoption, including children already living in the family and who are at least seven years old. After all, according to him, “this is already a child who goes to school and actively communicates with representatives of different ages and social strata.”

“And the last question that arises after studying the bill is where will we find a sufficient number of professional psychologists and specialists in the upbringing of children in order to physically carry out a survey of all the above-mentioned categories of people?” Sipyagin added.

Earlier, the former pupil of Veronika Naumova, the guardian of the 6-year-old boy Daler who died in Yekaterinburg, spoke about her atrocities. A guy named Daniel assuresthat the woman forced Daler to eat feces, writes Ural Mash.

The guy said that he felt sorry for Daler, because the guardian beat the child and forced him to taste the feces “for educational purposes.”

Danil left the guardian because she forbade him to communicate with the girl. The guy did not like it, he moved out and stopped communicating with Naumova.

Veronica stopped taking Daler to kindergarten about a year ago, explaining this by some psychological problems of the child. At the same time, the educators say that the boy was ordinary, they did not notice any problems with him.
