The State Duma returned to the second reading the bill on the independent appearance of conscripts in the military registration and enlistment office

The deputies of the State Duma returned for consideration in the second reading a draft law, according to which conscripts who have not received a summons will have to independently appear for them at the military registration and enlistment offices. How explained TASS head of the State Duma Committee on Defense Andrey Kartapolov at a plenary meeting today, April 6, the decision was made because of the need to change the date the law came into force. According to the current version of the document, it was supposed to come into force on April 1, 2022.
According to the bill, in case of non-receipt of a summons, conscripts will have to personally appear at the military registration and enlistment offices and report this within two weeks after the start of the next conscription.
A new method of receiving a summons is also being introduced: by registered mail with acknowledgment of receipt. Such subpoenas will be deemed received against signature on the day they are delivered. In case of refusal to receive the summons by mail or from its delivery, the conscript will still be considered to have received it. Conscripts will have to appear at the military registration and enlistment office within two weeks after the delivery of the summons.
The bill was submitted to the State Duma in 2018. In February 2022, the deputies of the State Duma adopted the document in the second reading.
