The State Duma received 920 amendments for the second reading of the draft three-year budget

920 amendments were sent to the State Duma for the second reading of the draft budget for 2024–2026, said the head of the budget committee Andrei Makarov. According to him, it was possible to agree with the government on the fulfillment of all the conditions of the deputies voiced when considering the draft in the first reading.
“The State Duma received 920 amendments, and it must be said that after serious preparatory work, four of these 920 amendments were withdrawn by the authors. We only have 916 amendments left to consider,” Mr. Makarov said at the committee meeting (quote from RIA Novosti).
He clarified that the amendments prepared by the United Russia faction provide for an additional allocation of 138.6 billion rubles. for social events for three years: 51.3 billion rubles. in 2024, 43.9 billion rubles. in 2025 and 43.4 billion rubles. in 2026. Other amendments include:
- additional funds for drug provision for patients with cardiovascular diseases, for the creation of a long-term care system for elderly citizens and disabled people (including participants in military operations);
- allocation of subsidies to publishing houses publishing literature for the visually impaired;
- additional funds to finance children’s recreation, to expand educational programs, including for professional retraining;
- additional funds for the comprehensive development of rural areas, to support the export of agricultural products and industrial producers.
The package of amendments introduced by the government involves the redistribution of expenses within the budget by more than 3 billion rubles: almost 1.5 billion rubles. — for 2024, 819.8 billion rubles. — for 2025, 829.5 billion rubles. – for 2026. The State Duma will consider the second reading of the draft budget on Wednesday, November 15. For the second reading of the Russian budget for 2023-2025, 743 amendments were submitted, of which 520 were government amendments, Mr. Makarov said in November 2022.
