The Ministry of Finance will receive new powers to regulate the tobacco industry

The Russian government has adopted a draft resolution that gives the Ministry of Finance new powers in regulating the tobacco industry, reported press service of the Cabinet of Ministers.
The government made a corresponding decision at a meeting on November 9. The project provides for granting the department the powers “to develop state policy and legal regulation in the field of licensing, provision of public services and implementation of state control (supervision) in the field of production and circulation of tobacco products, tobacco products, nicotine-containing products and raw materials for their production.”
In the spring the Ministry of Finance offered transfer to the department the authority of the Ministry of Agriculture to regulate the tobacco market. The draft resolution also envisaged the reorganization of Rosalkogolregulirovanie into the Federal Service for Control of Alcohol and Tobacco Markets.
At the end of April, the Ministry of Industry and Trade reported an increase in the number of legal retail outlets for tobacco products in Russia: their number increased by 5% year on year, to 246,000 in the first quarter. The number of legal tobacco producers increased by 16% during this period. The department explained this dynamics, among other things, by the work of the national digital labeling system “Honest Sign”, launched in 2019.
In May the Ministry of Industry and Trade supported initiative to direct part of the revenues received from excise taxes on tobacco products from the federal budget to regional budgets. According to the department, the measure will “stimulate” the heads of the subjects to “bring more order to the market” to increase revenues.
