The State Duma ratified the agreement with Abkhazia on dual citizenship

State Duma ratified agreement between Russia and Abkhazia on dual citizenship. The document provides that Russians have the right to acquire citizenship of Abkhazia without renouncing Russian citizenship and vice versa. The acquisition and termination of citizenship in the part not regulated by the agreement is carried out in accordance with the legislation of each country.
People who have citizenship of both countries enjoy the rights to social security, education, medical care in accordance with the legislation of the country in whose territory they permanently reside. The draft for military service operates on a similar principle. Citizens who have completed military service in one country are exempt from conscription in the second.
The agreement is valid for five years. It will automatically renew unless either party expresses in advance an intention to terminate it in writing. It is also provided that all adult citizens of Abkhazia who had this status on August 26, 2008, Russia provides the right to accept their citizenship in a simplified manner.
Georgia considers Abkhazia and South Ossetia its territories. In August 2008, Russia recognized the independence of Abkhazia and South Ossetia. The current president of the country, Dmitry Medvedev, noted that when making this decision, Moscow took into account “the will of the Ossetian and Abkhaz peoples.
The agreement with South Ossetia on the settlement of issues of dual citizenship was ratified in May 2022. The agreement between Russia and Abkhazia on dual citizenship was signed in Moscow on September 27, 2022. On May 31, 2023, Russian President Vladimir Putin submitted a document to the State Duma for consideration. The international agreement on dual citizenship in Russia is still the same – with Tajikistan.
