The owner of the vehicle must insure his civil liability before registering the change of ownership of the vehicle. Now there is a ban on registration actions in relation to vehicles whose owners have not fulfilled this obligation. “At the same time, state accounting does not impose on the owner of the vehicle the obligation to use it by participating in road traffic,” the explanatory note says.

Responsibility for non-compliance with the requirements of the legislation on compulsory insurance of vehicle owners is provided only in the event of detection of the specified violation. “In connection with this bill, it is proposed to exclude the OSAGO policy from the list of documents, the presentation of which is mandatory for registration actions related to the change of owner,” the document says.

To register a car, a certain package of documents is required, including an OSAGO policy. Now the Russian authorities are preparing to strengthen control over OSAGO, including a proposal to increase the fine for the absence of a “car citizen” from 800 rubles. up to 5 thousand rubles
