The party “A Just Russia – For Truth” heard on Monday experts who, at its request, developed recommendations for improving state regulation in the cultural sphere, taking into account the priority of traditional values. Instead of the liberal paradigm of non-interference in creative processes, both party members and analysts proposed a new model of state supervision of the industry, in which writers risk becoming the main wards.

But first, the Socialist-Revolutionaries expressed their thoughts as masters and customers. Their leader Sergei Mironov said that over the past 30 years, Russians have not only been imposed alien values, but also “forbidden to think differently” than in the paradigm of “Western ideals.” However, after February 24, 2022, “the world has become different,” which allows us to count on a non-return “to what was before this date” not only in politics and economics, but also in the field of culture, a party member proclaimed: “We set the task of fully ensuring cultural sovereignty.”
Among the initiatives designed to support it, Mr. Mironov named the establishment of a “state ideology” (not to be confused with a mandatory one, prohibited by the Constitution, because “you can’t get into everyone’s head”), five-minute “public councils” on TV channels in prime time (to explain to the viewer where exactly does he see “vulgarity, vileness and ugliness”) and even the revival of censorship. “Many people shudder at the word “censorship,” but here is the latest VTsIOM study: two-thirds of citizens are absolutely calm (about this.— “Kommersant”) refer,” explained the politician.
He proposed paying special attention to literature, including it “in the area of regulation of cultural legislation” and appointing the Ministry of Culture as the body “responsible for writers and the literary process.” “Well, what kind of profession is this – a writer? – the Socialist Revolutionary reasoned. – Imagine if in all regions there appears a staffing unit “literary worker”, who will be engaged in education, conveying to children and adults those same messages in accordance with the presidential decree on traditional values. Why don’t our wonderful writers take such a position, work and generally receive some money and create absolutely calmly?”
Sergei Mironov’s arguments, as it turned out, were conceptually quite consistent with the experts’ conclusions. The first vice-rector of the RSSU, Jomart Aliyev, who presented the report, warned that “amendments and additions” to the legislation will not be able to eliminate its main principles based on the liberal paradigm. Now “human rights in the field of culture have priority over the rights of the state,” therefore, no value systems “other than self-will and individualism” can be introduced into laws, he complained: “Neither patriotism, nor citizenship, nor service to the Fatherland and responsibility for it fate and other values of our civilization cannot, by definition, become an element of such a system.”
It will be possible to implement the necessary priorities only when relations between the state and the individual are built “at least on a parity basis” or the state itself will “determine the directions of the content of the country’s development,” the expert said: “Therefore, the principle stated in the presidential decree is incompatible with the liberal model of culture, nor with its current legal content.” It is also necessary to understand the terminology, giving key concepts (patriotism, citizenship, etc.) “essential content,” the scientist added: “A clear and precise contextual expression of legal thought will allow one to avoid legislative inaccuracies.”
The solution to these and other challenges, according to the authors of the report, can be the development of a new federal law, and to unify regional legislation, one can simply issue methodological recommendations. The priority of traditional values will serve as the “main criterion” of the process of any lawmaking, “when the development of one normative act entails the analysis of other documents associated with it for consistency and coherence,” concluded Mr. Aliyev: “This approach will make the legal system more stable in general and legislation, the norms of which regulate relations in the sphere of culture, in particular.”
The conclusions of the speakers satisfied both politicians and experts. The Social Revolutionaries themselves promised to resume work on a unified law on culture, placing new priorities at the forefront. “The most important thing is God, and then the life he gives us. Therefore, you and I, in principle, should think about redirecting our new law on culture to where we all came – to the Lord God,” the moderator of the event, State Duma deputy and director Nikolai Burlyaev outlined the scale of the upcoming achievements.
