State Duma deputies have developed a bill that proposes lowering the age of early retirement. According to sources “Izvestia”, amendments will be submitted to the State Duma today, December 13. According to deputies, such measures should encourage young people who finish their studies late to work in the field of “white” wages.

Currently, the retirement age threshold is set at 65 years for men and 60 years for women. An exception is provided for a number of professions that require early retirement. Persons with an insurance record of at least 42 and 37 years for men and women can also receive an old-age insurance pension two years earlier.

The authors of the amendments propose to set the length of the insurance period for obtaining the right to early retirement at 37 years for men and 32 years for women, provided that early retirement is possible no earlier than 60 years for men and 55 for women.

Deputies note that the majority of modern high school graduates continue their studies at higher or secondary educational institutions, graduating only at the age of 23–24, and only after that starting to work. Thus, the norm for early retirement for them is purely declarative.

“In addition, the expected size of the pension does not encourage young people to work in the field of “white” wages and make appropriate contributions to extra-budgetary funds. This level of “gray” income persists for a long time,” deputies believe. In their opinion, it will not be possible to transfer income to the “white” zone using control measures. According to experts, cited by the authors of the bill, the measures they propose will allow up to 50% of wages to be removed from the “gray” zone.

In July, Russian President Vladimir Putin signed a law on a long-term savings program for citizens. Savings can be used after 15 years of participation in the program upon reaching age 55 for women and 60 for men. Invested personal funds before the expiration of the 15-year period can be withdrawn at any time in the amount specified in the agreement. Last week Mr. Putin reportedthat in the first year of the program it is planned to attract at least 250 billion rubles.
