The State Duma proposed allowing regional authorities to ban “nalivaikas”

Amendments to the legislation have been submitted to the State Duma of the Russian Federation for consideration, giving regional authorities the right to prohibit the retail sale of beer and a number of low-alcohol drinks in so-called “nalivaikas”.

If the amendments are adopted, the authorities of the constituent entities of the Russian Federation will be able to introduce legislative requirements on the possibility of retail sales of beer and beer drinks, cider, poire, mead when providing catering services only in restaurants, bars, cafes and buffets.

Along with this, it is proposed to prohibit the production of alcoholic beverages with the addition of ethyl alcohol, unless this is provided for by the legislation of the Russian Federation or the requirements of state standards and technical regulations. The authors of the amendments recall situations of mass poisoning of Russians with surrogate alcohol and propose this measure as a preventive measure.

Let us remind you that from poisoning with the surrogate alcoholic drink “Mr. Cider” 46 people died, 61 were injured. The investigation was carried out by the Investigative Committee of the Russian Federation; more than 500 chemical examinations were carried out in seven regions of Russia where poisonings were recorded.

At the same time, the Ministry of Industry and Trade of the Russian Federation supported the amendments of the State Duma of the Russian Federation on the introduction of minimum retail prices for draft beer, mead, cider and poiré. According to the idea of ​​the project authors, the corresponding initiative should prevent entering the market of low-quality products.
