The State Duma partially exempted mobilized and contract soldiers from criminal liability
[ad_1]
The State Duma adopted in the third, final, reading a law exempting participants in a military operation who have committed crimes of small and medium gravity from criminal liability. The law applies to those convicts who will be mobilized to participate in the SVO or enter into a contract for military service.
It is assumed that exemption from liability and repayment of a criminal record will be possible in the event of receiving a state award or dismissal from military service on separate grounds. Citizens who managed to serve their sentences or were released on parole, under the same conditions, can apply for the repayment of a criminal record. Control over the behavior of such mobilized and contract soldiers will have to be carried out by the command of military units.
The authors of the initiative were Senator Andrei Klishas, head of the State Duma Committee on State Construction and Legislation Pavel Krasheninnikov, and the first deputy head of this committee, Irina Pankina (all from United Russia). Document made to the State Duma on June 13. The explanatory note states that such a mechanism for exemption from liability “will contribute to the achievement of the goals of punishment, as well as provide additional opportunities for manning the armed pitchforks of the Russian Federation.”
