Currently, the Liberal Democratic Party is preparing a bill that will make significant changes to the regulatory framework for the use of scooters, including the introduction of state registration numbers for them, said State Duma deputy from the Liberal Democratic Party Vladimir Sipyagin.
In an interview with RIA Novosti, he noted that the movement on the roads of any means of individual transportation on autonomous traction, capable of moving faster than 5 kilometers per hour, should be excluded. According to him, this category includes electric scooters, unicycles, and other devices.
In addition, according to the deputy, the speed of movement on such vehicles in rainy weather and in slippery conditions should be limited to 5 kilometers per hour.
Another proposal is the introduction of a “presumption of guilt” for a person who, while driving a scooter and in general any vehicle capable of moving faster than 10 kilometers per hour, allows a collision with a pedestrian on a sidewalk or a pedestrian crossing.
According to Sipyagin, such requirements are basic, and they will regulate 90% of traffic accidents, where one of the participants is a driver of a scooter or other means of individual transportation. He also stated that it is planned to propose the introduction of relevant norms into the Code of Administrative Offenses of Russia.
According to him, today attempts to create rules for scooters do not give the desired result, the number of accidents is not reduced, and therefore it is necessary to change the approach to the problem. According to him, in general, scooters and similar devices are a very convenient vehicle, and they need to be integrated into the urban environment.
“Or it will have to be abandoned completely, as in Singapore, Shanghai, Barcelona and many other countries and cities,” he said.
