The head of the HRC, Valery Fadeev, asks the State Duma of the Russian Federation to hold parliamentary hearings on a bill on a unified biometric system. The Human Rights Council saw in the document the risks of infringement of the constitutional rights of citizens.
The expert opinion notes that the negative consequences in the event of leakage of biometric personal data are many times higher. “Because citizens whose passport details have been made public can change their document numbers, but they will not be able to change their fingerprints or voice,” arguments are made on the Telegram channel of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights.
The HRC also believes that the forced collection of biometric personal data can lead to “discrimination against those citizens who refuse to provide data, for example, in terms of labor rights.”
Earlier it was reported that amendments to the biometrics project provide for the creation of a coordinating council to analyze the application of new norms (representatives of religious organizations may be included). The bill on a unified biometric system, as the legislators emphasized, does not provide for the mandatory collection of biometrics from citizens.
