At a plenary meeting, the State Duma adopted in the third reading a law defining the purpose of maternity capital payments exclusively to Russian citizens for children who received citizenship by birth. The corresponding document was published on website lower house
According to the law, from January 1, 2024, maternity capital will be paid only to persons who have Russian citizenship at the time of the child’s birth, and only if the child is a Russian citizen by birth. However, this rule will not apply to residents of new regions.
“Maternity capital funds will not be paid in cases where a parent acquires Russian citizenship while already having a non-citizen child,” said one of the authors of the initiative, deputy Yaroslav Nilov (LDPR – Liberal Democratic Party of Russia) (quote from Interfax).
According to current legislation, the right to receive maternity capital is granted to Russians who have given birth to or adopted children with Russian citizenship. At the same time, it is not specified whether children should have citizenship by birth, and also that at the time of the birth of children, parents should have citizenship of the Russian Federation. The new law is intended to clarify possible discrepancies in the current legislation.
