The State Duma in the first reading approved the law on new grounds for inadmissibility to state secrets

The deputies of the State Duma in the first reading approved amendments, which introduce new restrictions on access to state secrets. According to the bill, owners of foreign real estate and foreign assets will be denied access to state secrets.
According to the amendments, a Russian citizen will not be allowed access to state secrets if he or his close relatives have:
- Overseas real estate;
- Accounts and deposits in foreign banks located abroad;
- Foreign financial instruments.
At the same time, the denial of access to state secrets excludes the possibility of filling positions related to obtaining classified information.
Vasily Piskarev, co-author of the draft law, chairman of the State Duma Committee on Security and Anti-Corruption, believes that the amendments will help “minimize the risks of pressure on our secret carriers from unfriendly states.”
“In 2022 alone, more than 2,000 secret bearers were brought to administrative and disciplinary responsibility, 234 were deprived of access to state secrets, and 196 people were fired. After the entry into force in July 2022 of Art. 283.2 of the Criminal Code of the Russian Federation, more than 30 secret carriers were prosecuted for illegal travel abroad, ”wrote Vasily Piskarev in Telegram.
According to Mr. Piskarev, for the period from 2017 to 2022 under Art. 275 of the Criminal Code of the Russian Federation brought to justice 48 Russians who were admitted to state secrets or who had the opportunity to collect secret information through their connections. According to Mr. Piskarev, they were recruited by foreign intelligence services while traveling abroad, including under the threat of negative consequences for their foreign property and assets.
The maximum sentence for divulging state secrets is up to four years in prison. In the presence of serious consequences – up to seven years. Last summer, the maximum punishment for uncoordinated travel abroad of persons in possession of state secrets was increased to seven years in prison.
