The deputies of the State Duma adopted in the first reading bill, which gives the regional authorities the right to independently determine the procedure for the treatment of homeless animals. Current legislation prohibits the killing of stray animals. The amendments were developed after an eight-year-old boy died in April after being attacked by a pack of stray dogs in Orenburg.
One of the authors of the amendments, Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, Dmitry Kobylkin, said that the bill “does not close shelters”, but helps regions that find it difficult to comply with the requirements of the law regarding the organization of shelters due to “their remoteness and small population “.
On April 16, a pack of stray dogs attacked an eight-year-old child near a garage cooperative on Koltsevaya Street in the Industrial District of Orenburg. The boy died on the spot. Case took to control the head of the Investigative Committee Alexander Bastrykin. In addition, the head of the housing and communal services department of the Orenburg city administration, Anatoly Baikarov, was detained, he was accused of negligence, which negligently caused the death of a person (part 2 of article 293 of the Criminal Code of the Russian Federation).
After the incident in Orenburg, the regional authorities began to take various measures to solve the problem of trapping homeless animals: Perm authorities singled out almost a million rubles for the purchase of enclosures for stray dogs, the authorities of the Krasnodar Territory from September 1 banned feed homeless animals. In several cities, for example, in Astrakhan, passed rallies demanding a ban on the return of stray dogs to the streets.
