The State Duma in the first reading adopted a bill on probation of convicts

The bill, which provides for the emergence of a probation institution in the Russian Federation, was adopted by the State Duma in the first reading. This is reported on site lower house of parliament.
The probation institute is a set of measures in relation to convicts and former prisoners who find themselves in a difficult life situation, including their resocialization, social adaptation, protection of rights and legitimate interests.
According to the explanatory note to the bill, a probation system is planned to be introduced in order to facilitate the effective adaptation of citizens in society, the restoration of socially useful ties and employment. The project involves the creation of a unified register of probation participants, which will be maintained by the Federal Penitentiary Service.
The bill proposes to fix three kinds probation:
- executive probation – assistance to people sentenced to a punishment not related to isolation from society. This category, in particular, includes conditionally convicted and released on parole;
- penitentiary probation – applies to those to whom the court has appointed forced labor or imprisonment both during the period of serving a sentence and in preparation for release;
- post-penitentiary probation – applied to already released citizens.
“With the introduction of a probation system in Russia, it is planned to help such citizens solve problems with living, getting an education and a new profession, getting a job, finding relatives and solving other problems that they may face. This includes the provision of psychological assistance,” said Vasily Piskarev, chairman of the relevant committee on security and anti-corruption, in an explanatory note.
