The State Duma adopted in the first reading a bill that expands the list of requirements for Russians who have access to state secrets. Those whose close relatives have real estate and accounts abroad may be banned from working with classified information and holding relevant positions. The deputies who voted for it do not seem to be firmly convinced that this and other new rules will help prevent the departure from the country and the recruitment of high-level secret carriers by foreign intelligence services.
We are talking about a new version of the current law “On State Secrets”. The initiative was signed by a group of deputies from different factions. “Probably, you have already guessed that the introduction of the bill is due to the challenges and threats that the country is facing in the conditions of the NWO, and the insane activation of Western intelligence services,” said Anatoly Vyborny, Deputy Head of the Committee on Security and Anti-Corruption (“ER”), speaking on behalf of the authors. . The explanatory note, by the way, also refers to the “more frequent trips abroad” of secret carriers “with the simultaneous execution of documents for permanent residence on the territory of foreign states” – these citizens, they say, immediately fall into the field of view of foreign intelligence services.
Mr. Vyborny drew attention to the fact that the draft law proposes to supplement the list of grounds for refusing admission or terminating access to state secrets with new ones: the presence of close relatives of real estate abroad, accounts in foreign banks or foreign assets. (Close relatives in this case are spouses, parents, children – relatives or adopted children, adoptive parents, brothers and sisters, including half-blooded ones.) .
The conclusion of the FSB on the inexpediency of admission or on the termination of admission of a particular person to state secrets will become mandatory for all employers.
The President of the Russian Federation will himself establish the procedure for ensuring the regime of secrecy in his administration. And in conditions of mobilization, martial law or a state of emergency, he will be able to make any changes to the general procedure for admitting officials and other citizens to state secrets.
The government, in turn, will have the right to determine the procedure for formalizing the admission of officials to state secrets and make decisions on issues “related to the departure from the Russian Federation of citizens admitted or previously admitted to state secrets.” The issue of admitting deputy heads of ministries and departments of the federal level, deputy heads of the state corporations Rosatom and Roscosmos to state secrets should be decided by the Interdepartmental Commission for the Protection of State Secrets (the prime minister and ministers are secret bearers ex officio).
One of the authors of the bill, the head of the Committee on Security and Anti-Corruption, Vasily Piskarev (“ER”), cited the following statistics: at risk are more than 16 thousand Russians who have access to state secrets and at the same time close relatives, real estate or bank accounts abroad, Russians, annually recorded at least 2,000 violations of the procedure for secret carriers to travel abroad and about 200 facts of deliberate “failure” of foreign passports by them in the presence of a decision on a temporary restriction of the right to travel abroad.
“Is there any understanding of how many officials in regional administrations or municipalities will be out of work if the wife of one of them, for example, inherited a house in a neighboring state?” Viktor Smirnov (ER) asked. “This is not an unconditional basis for refusing admission,” Mr. Vyborny reminded, that is, they may refuse, or they may not. The possibility of contesting and appealing in court decisions on refusal of admission to state secrets and removal from office on this basis is provided. “We are all from the Soviet past, and the acquisition of assets in the post-Soviet space will be fairly reasonably assessed by security agencies,” the deputy believes.
“Today we also have deputies of law enforcement agencies who have children and grandchildren living abroad, one prime minister, two former plenipotentiaries, nine deputy prime ministers have left for other countries, one well-known character has already changed his last name, now he is not Chubais … Why are they not doing?” asked Nikolay Kolomeytsev (KPRF). Mr. Vyborny assured that he “completely shares” the concern about this, and expressed the hope that in the future “probably we will not see this again” …
The bill also clarifies in the current law “On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation” the conditions for the transfer by Russians of foreign passports for storage when restricting the right to leave due to access to state secrets, and at the same time for other reasons. At the same time, literally the day before, the State Duma adopted in the third reading a law amending the same articles of the same law and on the same topic. Apparently, now we have to somehow coordinate all these innovations with each other. “The final design of the text takes place when it is finalized for the second reading,” MK was told in the relevant security committee.
