“Last Chinese Warning”
The State Duma may consider the issue of re-registration of Russian enterprises in offshore companies. As MP Oleg Nilov (SR) told MK, the bill “On deoffshorization” will be submitted to the lower house of parliament next week.
The bill implies that all assets registered in offshore zones located in Russia are transferred under state control, and provides their owners with six months to re-register them in Russia. If the owners are unwilling to re-register them in Russia due to the lack of the possibility of establishing ownership in good faith, these assets are confiscated into the ownership of Russia as ownerless property.
– Owners of offshore assets are persuaded and begged in different ways – well, come back! – explained “MK” the essence of the bill, one of its authors, deputy Oleg Nilov. – Remember the president’s quote “you are tormented to swallow dust”, but Vaska listens and continues to ship income and profits to offshore.
The meaning of the law is this: give the last Chinese warning in six months to re-register offshore methods of withdrawing profits and income, including from strategic production. The problem is not only that huge amounts of money are leaving. Through all these very schemes, a significant impact can be exerted up to the stop of production.
You see, if the most powerful financial control centers are not located here (outside of Russia), then this is very dangerous. For these reasons, we proposed to end the persuasion procedure of our numerous offshore enterprises, which have been living in this way for a long time and hope that it will be endless. Six months later, in the event that a positive decision for the country is not made, for companies that do not pay taxes on their profits, management will be transferred according to a strict scheme of transferring control to the state.
The bill consists of 6 articles. As follows from the explanatory note, it will not require additional expenditures from the federal budget.
